Australia Education Partnership with Indonesia - Independent Monitoring

The A$524million Australia’s Education Partnership with Indonesia (the Education Partnership) is the single largest program the Australian Government delivers across the aid program. This five-year program (2001-2016)

The Education Partnership includes a School Construction component where Australia provides continued support for improving access to junior secondary education through supporting the Government of Indonesia to build or expand up to 2,000 junior secondary schools throughout Indonesia using the community-based construction model. According to this mechanism, the schools are constructed by local communities using locally procured materials, equipment and labour, financed by block grants from Australia. Australian funds are channelled to the communities through the Indonesian Ministry of Finance. 

Implementation is managed and coordinated by the Indonesian Ministry of Education and Culture (MoEC). MoEC engage Construction Management companies (CM), which deploys field engineers to each school site to assist and supervise local communities in managing the construction work. MoEC receive regular reporting from the CMs.

To support MoEC in implementing of the program, the Department of Foreign Affairs and Trade (DFAT) also engaged a separate managing contractor – referred to as the School Systems and Quality (SSQ) contractor. SSQ provides a package of field monitoring services which serve to monitor and report on construction progress and quality, and give MoEC the information it needs to assure the quality of construction.
